How to define program governance? Is this a CIO responsibility?

I was interested in the "shared responsibility" text - since the very meaning of governance is the act of governing/controlling/directing/guiding/leading/steering - so the CIO can always assign specific activities or even management of large projects and programs to others - but at the end of the day if the CIO job spec includes governance for key programs authorised to support business imperatives then the CIO retains the authority to make it happen. If the governance is explicitly shared with other members of the Executive team then those individuals are jointly accountable for ensuring achievement of the desired business outcome. Too often governance seems to be arms length escalation or decision rubber stamping - rather than proactive, involved, and accountable executive engagement.

I totally agree with that statement. Governance need to be practical, "liveable", rather than just fulfilling an audit requirement that is pulled out once a year to be shown off.
